Hontiveros expresses concern over return of bond for seafarers in Magna Carta
Senator Risa Hontiveros on Thursday expressed concern as the bicameral conference committee on the Magna Carta for Seafarers was reconvened to return the controversial provision that will mandate the payment of a bond before monetary benefits arising from disability are released.
"Nanalo na nga, binawi pa," Hontiveros lamented. "Nakakadismaya na pilit binalik ang bond sa Magna Carta of Seafarers. Poprotektahan sana ng batas na ito ang ating seafarers, pero parang lalo lang silang nilagay sa alanganin."
The battle to delete the bond provision was arduous, with the bicameral conference committee on the Magna Carta having been reconvened several times. The latest reopening resulted in the restoration of the provision.
"Dahil sa pag-urong sulong sa bicam, binigyan ang ating seafarers ng isang probisyong hindi patas at potentially unconstitutional," Hontiveros said.
She continued, "Naisip ba ng mga nagtulak ng bond provision na kapos na nga sa pera ang mga seafarers na nagkasakit o naging disabled dahil sa trabaho? Tayo ba mismo ang lulunod sa kanila sa gastusin? Nakakahiya."
"Hindi ganito ang tamang pagtrato sa mga kababayan nating tinuring nating bagong bayani. Madami na silang sinakripisyo para sa atin at para sa kanilang mga pamilya. Huwag na sana natin silang martirin," Hontiveros said.
